In Jammu and Kashmir, the process of registration of documents was being handled by judicial officers till recently. Government of Jammu & Kashmir, in an order issued on 31.10.2019, created a separate Registration Department which would function under the overall administrative control of the Revenue Department. Consequently, the Financial Commissioner Revenue has been designated as Inspector General of Registration. Further, Registrars and Sub Registrars have been notified for the entire UT.
The next step is to computerize and automate the process of registration. A number of meetings and discussions were held between the office of the IGR and NIC J&K, following which a high level meeting chaired by the Chief Secretary J&K took place in which it was decided to roll out computerized system of registration (CRS) in Jammu & Kashmir.
